Izara Community สามารถออกแบบให้ใน กระบวนการเริ่มต้น (Initial states) ของตนมีช่วงของการพัฒนาหลายระดับ โดยในแต่ละช่วงอาจมีระดับของการปกครองตนเองที่แตกต่างกัน หรือมีการประยุกต์ใช้แนวคิดอื่น ๆ ตามความเหมาะสม

Izara Communities might be created by a driven leader who organizes the starting conditions of the community and holds veto power over communal decisions until a condition is met, such as a quorum (minimum number) of members.
Governance system changes
Limits could be imposed on the types of changes community voting can control, for example changes to the weights of different members in the voting system according to age, education, etc, might only be allowed after a quorum of members is reached.
Super majorities
The initial state could require a varying level of super majority to for example override the benevolent dictator or make changes to the voting system.
As the size of the community increases the required super majority could reduce.
