Community α - Dispute resolution

Overview
Anyone can raise an issue against anyone else and a multi-level sortition process will be implemented to decide what the solution should be.
Depending on the size of the initial community an example would be seven people are chosen for a jury. If an appeal is made it is passed to the entire community to decide upon.
If the community increases in size and appeals are too time consuming for the entire community to decide on, the second level of appeal could be limited to a reasonably large random number of members.
In early stages there will not be clear solutions for different issues, a body of resolutions will begin to form as the process matures.
The jury will decide using range choice voting, any number of possible solutions can be presented by any member of the community, and the jury members can enter their preferences at any time, once all jury members submit their selections the most popular resolution is implemented.
Any party can then appeal that decision immediately, if an appeal is made the resolution is put on hold until the appeal is complete. Appeals can also be made at any later date.
The same system can be used to police misuse of the appeal system, people who waste resources with frivolous appeals can have issues raised against them for that behavior and the community decide how to penalize it.
