Level 1 concept (Very low) - Tentative concept an Izara Community may consider implementing

Overview

The goals of socially controlled child bearing are:

All details, education, and support for having and raising children can be decided on by each Izara Community.

Possible implementation

Any adult member can request to have a child with any other member, each person has a set quota and frequency as a requester and as a target partner.

The specifics of quotas and frequency of births could be decided by the population according to community goals and resources.

Requester quota

For example adults could be given the opportunity to request having a child once every four years and have a quota where they can place their name in the queue for three target people.

Placing your name on the queue of a popular person carries the cost that it might be many years before your request is actioned.

Target partner queue

Each person has a queue that other people place their name on to request a child and must work through the queue at a set frequency, for example one request per year for men or every two years for women.

The requester can at any time remove their name from a queue, if they re-enter the queue they do not retain their previous position, their name is added at the bottom.

Differences between men and women

The community can create separate requirements for men and women according to what the community feels is reasonable.

The health of women would need to be considered, with special allowances for cases that child bearing might be dangerous.
