Allocated procreation
Level 1 concept (Very low) - Tentative concept an Izara Community may consider implementing
Overview
The goals of socially controlled child bearing are:
- Allow the community to implement systems of support for child rearing without over-strained community resources
- Reduce frustration and unhappiness of finding a mate and committing to life long marriage contracts
- Reinforce the removal of concentrations of power
- Reduce greed and materialism associated with catching the right partner
- Allow community members to focus on the goals of the community
All details, education, and support for having and raising children can be decided on by each Izara Community.
Possible implementation
Any adult member can request to have a child with any other member, each person has a set quota and frequency as a requester and as a target partner.
The specifics of quotas and frequency of births could be decided by the population according to community goals and resources.
Requester quota
For example adults could be given the opportunity to request having a child once every four years and have a quota where they can place their name in the queue for three target people.
Placing your name on the queue of a popular person carries the cost that it might be many years, if ever, before your request is actioned.
Target partner queue
Each person has a queue that other people place their name on to request a child with, and must work through the queue at a set frequency, for example one request per year for men or every five years for women.
The requester can at any time remove their name from a queue, if they re-enter the queue they do not retain their previous position, their name is added at the bottom.
Differences between men and women
The community can create separate requirements for men and women according to what the community feels is reasonable.
The health of women would need to be considered, with special allowances for cases that child bearing might be dangerous.
A community could enact rules where outside of the required quota woman can choose to have a child with any man they choose, whereas men must use the queue and quota method to choose a mate. This would allow all men to have the opportunity to choose the woman to mate with while respecting the larger health considerations and commitment procreation has for women.
Mutual agreement
If two people mutually agree to have a child together this might not count within their quota, for women this would need to be organized around the required frequency decided by the community.
A community might enforce limits for the number of children one person can have, especially when communal child care and support is implemented.
Incorporating modern techniques
Fertility support could be supported or implemented by the community, in vitro fertilization used to assists couples having trouble conceiving.
Surrogate mothers could be an established method to achieve quotas or mating without the need for women to carry children to term. This could be in cases where the health of the mother would be in jeopardy or the community could incorporate this into the standard method of handling pregnancies.
Surrogate mothers could be rewarded by the community, or by the individuals involved for example if the pregnancy comes about from mutual agreement rather than quotas, but the mother is unable to carry the child herself at that time.
Enforcement
Like all topics in the community the Issue resolution process is used when people do not act within the spirit of the communities goals regarding procreation.
