Each of these steps creates a position of power that can be corrupted, to mitigate this the community can demand high levels of transparency on people who are part of the enforcement process, enact strong punishments against those who abuse their power, and try to create systems that spread the power as wide as possible.
Accountability
Those who take on the responsibility of enforcement could be audited regularly, multiple people could be commissioned and the scientific method used to test which achieve the best results.
Regular assessments and comparative testing implemented to ensure the powerful positions do not become entrenched.
Sortition
Analysis and judgement could be passed to the issue resolution system that uses sortition, even investigation and enforcement steps could be handled by sortition where a random group of community members are requested to perform these acts, perhaps limited to members who have achieved a level of understanding in the skills needed to perform the task.
