Overview
Evil people with power want to control and manipulate the population into believing their evil acts are justified, this is hard to do when the population has the ability to assess their actions rationally and without emotion.
Behaviors and beliefs develop that reduce peoples ability to think rationally and feed off our irrational animal natures, the strongest being fear and hatred.
Fear
A population will maintain an unjust power structure if they believe it is needed for their safety. This is why there is always an enemy or a crisis that those in power are needed to protect against.
Examples include health scares, fragile economies, or the fear of an external enemy.
