Level 7 concept (High) - High importance concept an Izara Community should implement and maintain

Overview

A method must be implemented to choose which decisions go to vote and the terms of that vote, there should be no barrier to proposing a new vote, all eligible voters should have the ability to put forward an idea to vote on.

Achieving a quorum

Before a proposed vote becomes a binding vote a quorum should be achieved, this is a pre-vote registering of support for the proposal to go to vote. The community can decide on what level that quorum should be, for example 5% of the population.
