Overview
Rules and the punishments for breaking them are decided by the Voting system, when someone breaks a rule punishment needs to be enforced.
There are different steps in this process, each of which is decided by the community, they include investigation, analysis of evidence, judgement and enforcement.
Each of these steps creates a position of power that can be corrupted, to mitigate this the community can demand high levels of Transparency on people who are part of the enforcement process, enact strong punishments against those who abuse their power, and try to create systems that spread the power as wide as possible.
Accountability
Those who take on the responsibility of enforcement could be audited regularly, multiple people could be commissioned and the Scientific method used to test which achieve the best results.
