ภาพรวม
เมื่อชุมชนมีขนาดเล็ก การบังคับใช้กฎสามารถทำได้แบบไม่เป็นทางการ สมาชิกทุกคนรับรู้ผลลัพธ์จากระบบแก้ไขปัญหา และสามารถช่วยกันให้มั่นใจได้ว่าการตัดสินใจต่าง ๆ ถูกนำไปปฏิบัติจริง
